GPS is close to line-of-sight of the sky - the more stuff between the device and the sky, the less likely GPS is going to work.

The metal structure blocks much of the GPS signal. No GPS device is likely to be able to help you with that.

Tile could help you remember which parking garage you used, probably, but not help you find the car within the garage. The phone I'm currently typing on is showing up as being a couple houses away. All show as being within a couple hundred meters, but a few are not within my house. I have two phones and a few tags at my house right now. Tile remembers the last place a tag was seen, and your phone will see it before you leave. The car isn't moving after you walk away, so you don't need other users to find it.
